Program Manager (Workforce Services) - WorkLink Adult & Dislocated Worker Project - Anderson, Oconee & Pickens Counties
The Program Manager (PM) of Workforce Services is responsible for managing the broad range of integrated services that are provided to employers and businesses to support economic and workforce development efforts in the WorkLink region. The PM of Workforce Services will market the services offered within the SC Works System to local chambers of commerce, economic development organizations, local units of government and other relevant business organizations to achieve the goal of providing quality services to businesses. The PM of Workforce Services will participate in Rapid Response outreach teams to create a seamless delivery of services to businesses and employees of companies that are experiencing downsizing through layoffs of closure. The PM of Workforce Services will carry out OJT requirements, including outreach to employers in the WorkLink Region, contract development and writing, oversight of placement of participants in OJT slots and participant/employer monitoring of each contract. The PM of Workforce Services will supervise and direct the Workforce Specialists for WIA Adult, Dislocated Worker and Youth Services to meet contractual obligations related to Work Experience and OJT contracts as outlined in the Statement of Work. The PM of Workforce Services must be knowledgeable in WIA and WIA data management systems and able to stay current with changing legislation and expectations of the local board. The PM Workforce Services must pursue methods of increasing performance through implementation of process improvement strategies. The PM of Workforce Services must be able to sell the business services offered to employers.
1. Coordinate OJT requirements, including outreach to employers in the WorkLink Region, contract development and writing, oversight of placement of participants in OJT slots and participant/employer monitoring of each contract.
2. Market the broad range of integrated services provided in the Comprehensive SC Works Center, satellite sites and designated access points to employers and businesses that support economic and workforce development efforts in the WorkLink region.
3. Participate in Rapid Response outreach teams to create a seamless delivery of services to businesses and employees of companies that are experiencing downsizing through layoffs of closure
4. Supervise and direct the Workforce Specialists for WIA Adult, Dislocated Worker and Youth Services to meet contractual obligations related to Work Experience and OJT contracts as outlined in the Statement of Work
Minimum: Past experience working with the targeted population
Preferred: Related BA or BS Degree (social services, counseling, business)
Equivalent: 3
years relevant work experience
Drug free, clear background check relevant to working with young adults
Experience with workforce, employment and training programs
Demonstrated proficient in using Microsoft Office applications and/or other online database tracking systems
Possess a valid driver's license and reliable transportation to facilitate travel through the assigned area
Excellent verbal and written communication skills
Knowledge and or experience with WIA and WIA data management systems.
Well developed presentation and facilitation skills to engage employers and businesses.
Identify and recruit target population of clients and employers to engage in OJT and Work Experience contracts.
Facilitate assessments that are used to monitor employer and participant satisfaction and progress during OJT/Work Experience.
Manage and complete paperwork on time with accuracy
Assist in establishing linkages with other community service related agencies
When permitted, input data, as appropriate, in the required online reporting system.
Ability to monitor and supervise Workforce Specialists to ensure contract compliance
Network with local chambers of commerce, economic development organizations and local units of government.
Provide input to the Region Manager and make recommendations for improvements to program
Plan, organize, and arrange scheduled travel time to provide the optimum level of services to businesses in the region.
